Documents
The short answer: start from records that exist outside the old board's drive — bank statements, vendor invoices, county filings, and the documents residents already hold — and rebuild the door list and balances from those. It is slow, and boards do finish it. What your documents and your state give you to compel a handover is a legal question this page does not answer.
The deeper fix is after the rebuild: association-owned records, more than one admin, and a handover that is removing one person and adding another — not asking for files.
Where boards start
The bank is the floor: statements show what actually came in and went out. Vendors can re-issue agreements and invoices. Residents hold copies of notices and budgets they were sent. The door list comes from the plat and the county. Each rebuilt balance should say where it came from.

Keep the record with the association
An association on Hoavik owns its own record. Officers change seats; the dues, documents, and vendor file stay with the association. A new treasurer opens the same books the old one closed.
